London combines dense mixed-use development with historic terraces, converted houses, purpose-built blocks, modern towers and complex transport and commercial premises. Buildings may have changed use several times, while different responsible persons can control separate parts of the same property.

What a fire risk assessment should involve

A competent assessment is specific to the building and the people who use it. It is more than a generic checklist or certificate.

Legal framework

Fire safety law applying in London

London does not have a separate general fire risk assessment regime. The main duties below apply across England, with additional requirements depending on the building and its use.

Regulatory Reform (Fire Safety) Order 2005

The responsible person must make a suitable and sufficient assessment, take general fire precautions, appoint competent assistance where needed and keep the assessment under review. Findings must be recorded in full.

Fire Safety Act 2021

For buildings containing two or more domestic premises, the Fire Safety Order's scope is clarified to include the structure, external walls and flat entrance doors.

Fire Safety (England) Regulations 2022

These regulations add duties for responsible persons in multi-occupied residential buildings, with requirements increasing for buildings of specified heights.

Building Safety Act 2022

Higher-risk residential buildings can also have a separate building-safety regime. Fire Safety Order duties still need to be coordinated with the people responsible under that regime.

BAFE SP205 is a third-party certification scheme for organisations providing life-safety fire risk assessments. The National Fire Risk Assessors Register (NFRAR), administered by the Institute of Fire Safety Managers, registers individual assessors who have completed its competency-assessment process and records the level of work for which they have been assessed.

BAFE and NFRAR provide different, complementary evidence: one relates to an organisation's assessment processes and the other to an individual assessor's competence. Neither removes the need to confirm that the proposed assessor has suitable experience for your particular premises. Before appointment, check current certification or registration, competency level where applicable, relevant experience, professional indemnity and public liability insurance, the inspection and report scope, timescale, fees and how follow-up questions will be handled.
