When are fire exit signs legally required?
Article 14 requires emergency routes and exits to be indicated by signs where necessary to safeguard relevant people. The Health and Safety (Safety Signs and Signals) Regulations 1996 also apply to workplaces where a significant risk remains after other measures and signs are needed to direct people to fire exits or equipment.
A sign may not be needed where the final exit and route are completely obvious to everyone using a small simple premises. Once the direction, door or route could be uncertain—especially for visitors—provide a clear, continuous system based on the FRA.
Recognition
What should a compliant fire exit sign look like?
Workplace safety signs should use a recognised pictogram. Text-only “Fire exit” signs are not the normal compliant format under current workplace guidance, although supplementary words may support the symbol.
HSE guidance explains the relationship with BS EN ISO 7010. Signs should be clear, legible, consistent and large enough for their viewing distance and environment. Do not mix conflicting symbol and arrow conventions across one route.

Wayfinding
Where should fire exit signs be placed?
A person should be able to see the next direction from any point where they must choose. Place signs above or beside exits and at changes of direction, junctions, stairs or other decision points. The route should remain clear after doors close and in expected occupancy conditions.
The arrow must describe the real route, not merely point towards the nearest wall or door. Low ceilings, long corridors, open-plan areas, racking, temporary displays and crowding can change visibility.

Visibility in failure
How should fire exit signs be illuminated?
Signs and notices must remain conspicuous and legible when needed. They may be internally illuminated or lit by normal and emergency lighting, depending on the design.
Photoluminescent material becomes visible after exposure to light but fades over time. Government guidance says it is not a substitute for appropriate emergency lighting and should only be used where other illumination is present.

- Check visibility during an emergency-lighting test
- Include internally illuminated signs in the test schedule
- Keep fittings clean and unobstructed
- Replace faded, damaged or misleading signs
- Review external escape-route signs and lighting
Avoiding confusion
Common fire exit signage mistakes
Too many signs can be as confusing as too few. Remove obsolete signs after layout changes and avoid arrows that appear to contradict one another. A final-exit sign should not direct people towards a locked, blocked or unsuitable door.
Inspection should follow the whole route from occupied areas to a place of safety, including temporary conditions. Coordinate signage with emergency lighting, door hardware, refuge information and the evacuation plan.
Wrong arrow
The direction does not match the route or local sign convention.
Broken continuity
A sign starts the route but the next decision point has no direction.
Poor visibility
The sign is too small, obstructed or lost in other notices.
No emergency illumination
The sign cannot be read after normal lighting fails.
Outdated route
Building work or changed use has made the sign misleading.
Text-only sign
Words are used without the expected safety pictogram.
