What must a fire door closer achieve?
The closer must shut the leaf against friction, air pressure, seals and any latch from positions people are likely to leave it in. Testing only from fully open can miss failure from a small angle, which is often the more demanding final stage.
The correct device depends on leaf size and mass, mounting position, opening forces, use, environment and the doorset evidence.

Diagnosis
Why does a fire door fail to close?
Common causes include worn hinges, dropped leaves, excessive gaps or binding, unsuitable seals, air-pressure differences, damaged latches, loose fixings and a closer that is poorly selected or adjusted. A door can close when tested once and still fail intermittently in normal use.
Treat the doorset as a system. Increasing closer power to overcome an underlying defect can make the door difficult to use while leaving the real problem unresolved.

Where the model, evidence or fault is uncertain, use a competent fire-door maintainer. Record the intervention and retest the complete closing cycle.
