A claim that extinguishers control a high proportion of fires may describe respondents who used equipment, incidents reported through particular organisations or a selected period. It may exclude attempts abandoned, fires too large to tackle and events without a completed survey.

Before citing a figure, check the sample, geography, response rate, definition of success and who commissioned the research. A percentage should not be turned into a promise about an individual premises.

Official statistics

England fire statistics measure attended incidents—not every extinguisher use

The government publishes accredited statistics for incidents attended by fire and rescue services, including fires, casualties, false alarms and response times. These datasets are invaluable for scale and trends but do not capture every fire controlled before brigade attendance or a consistent national outcome for each extinguisher discharge.

This creates an important evidence gap: fires successfully controlled and not reported may be missing, while serious incidents are more likely to appear.

Practical interpretation

Effectiveness depends on conditions, not possession alone

A suitable, maintained extinguisher can support escape or control a very small fire when the person is trained, the correct agent is available and a safe route remains behind them. The same equipment may be ineffective or dangerous on the wrong fuel, a developed fire or in smoke.

The more defensible measures for a premises are correct selection, current servicing, staff instruction, unobstructed access and a clear policy that evacuation takes priority.
